"you just loosen the jam nut that is against the tie rod end and then turn the tie rod with vice grips". The inner tie rod joint is a true ball and socket, so it is free to turn 360 degrees.
Keep in mind that the tie rod attaches to the steering knuckle BEHIND the front wheel, so increasing its length (turning the tie rod counterclockwise) will increase the toe-in, and vice versa.
Some other toe-in effects that I've noticed: too much toe in increases the propensity of the steering to "return to zero" (straight ahead), and an increased effort to turn the car. Not enough toe-in causes the car to wander around, and a bit too much will cause it to lose the "return to zero" effect (which autocrossers do intentionally).
If you decide to do this, start with very small increments. I mark the tie rod and the tie rod end with a yellow grease pencil so I can keep track of what I'm doing (and return to where I started if something goes wrong!).
