Based on what I know about you, I would have to guess so, but must ask - loose ball joints, worn bushings, broken bushing mounts will of course cause loose tracking. Does the car have a camber problem (not easily adjustable)?
Have you tried setting towards the higher end of the toe-in spec? That would maximize the "return-to-zero" effect, but increase tire wear. Actual spec is 1.5mm +/- 0.5mm, so 2.0mm is the maximum recommended setting. Also note that on a 99/C900 the caster and camber is adjustable, not easily on a 9000.
