OK, my error in not stating where to view this from, but I think you can figure out which direction makes the tie rod end longer - it's essentially a normal-direction screw: "backing it off" will make it longer.
The "off by 10-degree" thing drives me nuts! On my old C900, I had a steering rack installed and the shop gave me the car back this way - I made them redo it, which they were quite surly about. Too much hassle, last visit to that shop. You found the reason why your wheel is off, i.e. the left tie rod is too long, right is too short. Note however that 1/16 of an inch (half the difference) will move the wheel a lot more than 10 degrees. If you want the tie rods equal length and the wheel centered, you will need to disconnect the U-joint at the rack input or take off the steering wheel (and airbag) to get it exactly centered - I don't think that this is worth the effort.
Alternatively, I would guesstimate that an eighth of a turn on both sides in the appropriate direction will get this close to straight (remember to mark it with a grease pencil so you can go back to how it was in case it doesn't work!); if not, go another eighth of a turn. Note that if/when you replace the shocks it WILL again affect the alignment, so if you are planning this upgrade soon, don't have it aligned first.
