Well. Of course you should always mix per instructions, that's so obvious that it doesn't even need mentioning! Surely you wouldn't run a 4-stroke engine without any oil in the trough?
But, "seizure prone" is just plain not true! Yes, the crank needs new bearings every now and then, but the problem becomes obvious to the ear LONG before they disintegrate to the point that the engine might seize. So, unless you overseas users mix crude oil into your fuel, and run without coolant - the 2-strokes shouldn't run any different in your country than here in Sweden...
