Once the rpm's reach the 3500-ish range, everything works normal from then on - until the car is shut off, and then it starts all over again. The lights never fluctuate with the throttle. Rather, the lights are dim but constant until 3500-ish rpm is reached. It's like there is a electrical threshold and once the ALTERNATOR gets the electrical system past that mark, everything flows good even at idle.
