My first guess is a faulty, sticky regulator, but it could be a weak alternator. It seems the alternator has low voltage up to 3500 RPM, then it outputs enough to kick in the regulator. If that was the only symptom, I'd say alternator. But since once it reaches the threshold and is fine after that...hmmm- that's what initially points me to the regulator.
The easiest thing to change is the regulator- do you have a spare?
