TB and IAC can certainly affect the idle air flow. Do this yourself.
I did not see that you replace the fuel pressure regulator.
Pull plugs... still clean or sooted fouled?
The ECU will open the IAC to a strong non-regulated air flow when it sees that is is having trouble maintaining air flows. The fact that it can do this suggests that the IAC is somewhat functional. But to assume that is does not have deposits or that these could not interfere with its operation does not make senae.
So possble trouble spots, coil, CPS, FPR. CPS is often a hot start problem, but we recently had one that was creating cold start issues. Also suggest that you remove connectors for IAC, CPS, inspect and reseat. But IAC will reseat when you remove to clean and put it back.
