I do not know who started this idea that there is any routine need to retorque. Once they are tighened properly, there is no need to do it again.
The bolts were not tightened properly at the factory.
The new head bolts seem to hold up ok, they just need to be tighened properly.
Stretch to yield bolts are cheap, as the material is not super strong. These are good for automated torquing systems as they are forgiving about how much they are tighened up. They will in theory also limit forces with the first full thermal expansion of the aluminum head.
If the bolts were never tighened up properly, then the retorque takes them to the proper torque for the first time, so not a huge issue there. And when the bolts are torqued up, and amount of yield is quite small. I don't think that issues with the bolts 'getting used up' is what you make it out to be.
But I fully agree that this mess is Saab's creation. Not just a simple mistake as quality assurance was not doing the job. I would like to see some high strength bolts available and have a known torque spec that is correct for the aluminum heads.
