Searching the archives there have been instances where Saab dealers or others have broken off the head bolts during the retorquing process. Bummer. Talk about a simple job suddenly turning out to be a big one or wallet burner.
Posts did not indicate whether this was first retorque or subsequent on subject cars or enter discussion on whether process was conducted properly. (A guy at work has had a dealer retorque done twice (99 9-3)to get to 75k, with bolts loose on both occasions to get rid of leakage at left side.) Could also be that oringinal quality of a specific bolt was not up to snuff or that a thread root crack developed at some point.
Other discussions centered on adequacy of bolt design/material itself rather than or in addition to the factory install process. Anders shows 3 different bolts, including "good" bolt (early NG) and "bad" bolts. Not sure if anyone has done any actual testing of specific yield strength, stretch, tensile properies. There may be dual problems here.
If so, one could be inclined to replace all the bolts with the old style and retorque to the old style bolt torque for more lasting, permanent solution.
