With many companies you CAN negotiate over totalling or not when it's as close as a couple hundred dollars. I also have to say that I've NEVER heard of a company that refused an offer to get a LOWER estimate so that they could pay less. Strange.
That said, the amount the car is worth as a total is controlled by law. In many states the insurance company has to pay you the retail cost of replacing that car. That's not some book value, it means surveying local sales and seeing what they are selling for. They also can't argue that you can (possibly) negotiate a lower price from a seller - it's list price. Lastly, they generally have to pay you sales tax (if any) and possibly other fees of securing registration and ownership. Check with your agent, or if you don't have one with Geico, the state insurance commissioner's office.
With all that in mind: if you really want the car, take the "total" money and then ask to buy it back at auction. Don't worry about the title being a "salvage" one, the car does not have enough value to worry about resale. Just take a couple photos to show the damage and keep your paperwork ot show any potential buyer if they car. By the time you sell it, it will probably be down so low no one cares.
