It is actually better sometimes to use a strong test light instead of a sensitive voltage meter because you can fool yourself looking at bleed through voltage at ground side of a relay.
But in this case, you do not get any voltage out at pin 87 even though it seems that you have somewhat voltage and ground to the relay?
If you have 10.3 V coming out of pin 87 while cranking, then everything we have talked about is null an void since the relay is working as it should.
Yes, your battery might be bad if you have already checked both battery cables for corrosion and that both cables are tight at their location at transmission housing and maxi fuse box.
It is also a chance that the starter is bad, pulling too many amps and that the battery cannot keep up supplying enough voltage to the grid during cranking and therefore, the different relays and computers does not receive life sustaining voltage.
