Strange that you have any voltage at all but if using sensitive volt meter it might not accurately display true value.
If you are sure about no ground signal at pin 85 on relay 229 it should not be any voltage at all on pin 87 UNLESS you are getting some low voltage backfeed from alarm module through coil on relay 102 over to relay 229.
That's why using a strong test light is sometimes more accurate than a volt meter.
Ok, so now we know that you don't have a flunky alarm module not triggering the fuel pump relay, you have a problem somewhere that is not triggering the main relay and subsequently not feeding power to fuel pump relay.
You probably should stop now and first of all install a new battery or at least do a load test of battery and if it pass the load test, you need to look at starter consumption and battery cables.
