Well after thinking about it a while I decided to try something. Went to local gas station and put in $5 bucks of there best gasoline(93 Octane). Took car up to the DIY car wash, opened hood, dis-connected the electrical connector on the APC solenoid, took car for test drive to see what the base boost looked like. ABSOLUTE CRAP I TELL YOU!! The car wouldn't even hit 4 psi... That's right, the boost needle(VDO gauge)would barely, and I do mean barely hit 4 psi. Mostly would stay right about 3 psi or so. Of course it's 2 a.m. and I'm not ready for bed yet so, I stop car, open hood, reconnect APC solenoid wire and hit the road. The tempature outside is now closer to 40ish and I've got the 93 Octane on board with me.. Off I go into the night to find a dark/long/deserted road. What I found when I got there:

1st gear = still no boost(gauge only reads less Vacuum = 5-6 Hg)
2nd gear = 6-7 psi of boost @ 4,000 rpms
3rd gear = 12-13 psi of boost @ 4,000 rpms(with spikes up to 14-15 psi)
4th gear = 14-15 psi of boost @ 4,000 rpms(with spikes up to 16-17 psi)
5th gear = 14-15 psi of boost @ 4,000 rpms(with spikes up to 16-17 psi)

In gears 3rd, 4th, and 5th I can hold that amount of boost steadily. So being able to hold 14-15 psi isn't all that bad and I like looking at the gauge while it's doing it also.

By the way in 5th gear and 4,200 rpms I'm pushing almost 115 mph and the car is a blast to drive at those speed mainly because I've never driven it that fast before until tonite..

I understand now Aaron why you again, or better yet like always have hit the nail on the head with the base boost interest/question of yours. It's now very clear to me that mine is in need of some new settings real soon. I think I'm gonna shorten the waste gate by turning it 4 complete turns. This should bring the base boost up by 1 psi for starters. I should be able to hold 16-17 psi steadily after doing these adjustments.
Then I'll do the whole process all over again and re-adjust as needed.

Lookes like I'm probably gonna see 17-18+ psi plus shortly....ha,ha,ha...
