You should still read plenty of boost in 1st gear. Something is really weird there. Even the cars that DO limit boost in lower gears, only limit it to maybe half of the otherwise max value, they don't eliminate boost completely. I'm trying to think of what could cause no boost in 1st (well according to you, you don't even get out of vacuum!) and still quite low in 2nd. I haven't thought of anything yet. Granted, if you have your foot to the floor in either 1st or 2nd, you will have precious little time to keep your eyes on the boost gauge before you have to shift, avoid that slow moving ricer/SUV, etc.. But you still should have time to see SOME boost, especially if you start low, like 2000 rpm, before nailing it.
I'm a bit stumped here, are you sure all your vacuum lines are completely intact?
