fuel economy calculation

I recently got a 1995 9000 CS. This is my third Saab. My previous 9000's dashboard computer didn't work, so this is the first one that works.
I have been resetting the fuel economy setting every time I fill the tank. And at the same time, I calculate my mileage with a calculator. The car claims to be getting about 25, but my calculator says 24. I simply divide the number of miles over the number of gallons I consume. I realize that this is not necessarily accurate if I do it once, but I do it every time, and the average economy is still less by my calculator than by the car's self-claim.
Why the difference?
