I get these reports mailed to me at work, and after highlighting all the Saabs, I proudly pin it up outside my cubicle.
Anyway, the injury, collision, and theft are based on the money paid out per injury, collision, and theft claim, respectively. It's the insurance industry publishing this, after all, so this is what they're concerned with.
So, the injury data relates to the medical expenses per injury claim. It's a decent indicator of safety, but it's not perfect. It doesn't account for the how different cars are driven, which would produce crashes of different severity (something like a 9-3 Viggen would tend to be in more serious crashes than something like a land yacht Lincoln Towncar). The stats do indicate (somewhat) the severity of the injuries, though (more severe injuries tend to need more costly treatment).
I recently compiled the information from their (the IIHS) data, comparing it with their crash tests to see if the crash tests actually predict the injury data (what prompted me was they rated the NG900 as "marginal", yet it was best in its class in injury data). Statistical analysis isn't my strongest point, but the correlation doesn't seem all that strong (it's there, but weaker than you'd expect). I was thinking of publishing a paper on it.
