Based on what I've read, it apparently serves 2 purposes. It acts as a "gain" setting to help you optimize the match between the preamp in the head unit and the HK power amp. So by leaving it at 9 you are essentially underdriving the power amp, and not utilizing the full potential of the HK amp.
Secondly , when you turn the radio off, the unit remembers the volume you were listening at, and it will use that setting for the volume level the next time you turn the unit on.. as long as it was playing at a level equal to or lower than the start up vol setting (e.g. "24")
