I have to admit to not being knowledgeable about the A/C control circuit, but if you've identified a relay to engage the compressor, and you've ruled out a defective ACC, can you jump the relay yourself (apply small jumper line from battery positive) to the incoming terminal of the relay, see what happens.
If true electro-mechanical relay, you could first do this with engine/power off, get a sense if the relay working (listen for click), or definitely confirm with a VOM.
