no start, fuel pump not running

Hey guys,
So I had an intermittent no-start problem recently which has turned into a regular no-start problem. A friend suggested there might be gunk blocking the fuel pump because a few good clunks with a stick on the gas tank solved the problem initially, but that is no longer working. Originally, I tried jumping fuse 27 to 30 per the bentley manual and there was a pump-sounding noise from the vicinity of the gas tank. now, when I jump those fuses, there is no such noise.
is this definitely a failed fuel pump or could it be an electrical connection? i took the floor of the luggage compartment out and all the wires look ok to me. bentley suggests messing with a relay in the passengaer compartment--can someone explain where that is? do i need to remove the knee bolster to get at it? does that even matter if the pump isn't operating when I jump the fuse?
it's a 1990 900 spg, btw
autozone can order the pump for $233. is this reasonable, and can it be done without special tools?
thank you very much,
Sky
