The Haynes manual suggests using the floor jack to slightly lift the control arm "so that it just takes the combined weight of the arm and steering swivel member". Tried that, didn't work.
It came down to a war of wills, the stuck bolt vs. me and a 4 lb engineer's hammer. I don't like using brute force. It's usually a sign I'm doing something wrong or haven't thought of a better way.
