With your meter, it's easy to quickly find whether the problem is on the supply or the ground side of the system.
Open the hood, set your meter to measure DC volts and ground the negative probe to a convenient spot.
Then open up the fuse/relay box. The headlight fuses have little contacts on top you can use to measure voltage without removing the fuse. So turn on the low beams and look for around 12 volts on both sides of both low-beam fuses. The switch to high beams and do the same for the high-beam fuses.
If you measure around 12 volts (or hopefully a little more if the engine is running) in each case, the problem is downstream... headlight bulbs, sockets, or grounds. If the voltage is low, the problem is somewhere in that box. And as you probably know if you get voltage on one side of a fuse and not the other, the fuse is bad!
