Yes, the temp sensor to the EDU probably is at fault. The fact that the EDU commands the fan to run continuously with the temp sensor wire is disconnected is correct behavior. The fact the gas gauge works also points to an EDU that is working normally.
According to the Haynes manual the electrical resistance through the sensor is high when the engine coolant is cold. The resistance should drop as the coolant warms up. That's not much of a clue because Haynes doesn't specify what the resistances should be through the coolant temperature range.
On a '96 the EDU operates the temperature gauge based on the signal from the sensor. You haven't commented about whether the temp gauge works normally. If the EDU is getting a bad signal from the sensor then I would expect the temp gauge would not act normally.
I believe the sensor part number is 90490017. If you do some shopping online you'll find someone who has it in stock.
