The wastegate should be opening and closing all the time, and you should not notice it- A larger exhasut might help the turbo spool up faster; if you dont drive it hard, you might not have gotten to full boost that often. Anyway, if it IS the fuel cut out switch, just pop the rubber boot off the thing, and move either of the two wires over so they share a pole. The wastegates on b-motors are ass-backwards, but they do work very well when everything is the way it should be. Very smoothly at that. They arent just open or closed, As I understand it, they are in various states of open and closed all the time.
As to fuel, properly tuning the CIS can go a long way- You can tune it for more fuel constantly, but at a slight loss to fuel economy. This also applies to installing larger fuel distributors like ones out of five cylinder audis, or porches, etc. They are not always the same size either- they came in different sizes, so you would have to make it work. But to answer your question, yes you would just plug the extra holes.
I have been exploring an additional injector set-up. There are many good options out there (check 034efi.com for some ideas). One possibility that I am looking into is on some CIS equipped cars: the warm up regulator had a boost/atmospheric enrichment feature... This would simply add more fuel under boost. Nice idea, and might be slightly easier than an additional injector. If you are interested, I can recommend "Bosch Fuel Injection and Engine Management" by Charles O. Probst. Good luck!
