Hi James,
Ok, I was trying to dredge my memory for the last time I had a k-jet car with lambda. Since we seem to be looking for an electrical problem (it is a 99 after all)...
The lambda system is controlled by a relay. On the back end of the fusebox, in between the cooling fan relay and the rear demist relay, is where the relay for the lambda system is. Check that relay, and make sure it's working properly. The entire ECU / lambda system being unpowered would result in almost exactly the behavior you describe. Unlike an electronic fuel injection system, the K-jet will still inject fuel if there's air going through the metering plate, and there is no interaction between the lambda system and the ignition system, so the engine will still turn over and fire up.
That relay failing, or the ECU connector being loose (the ECU box is under the passenger seat I think) would be things to check. I have certainly had my share of poor running caused just by loose spade terminals under the box, so if the relay checks out, check and clean the connectors to it, and tighten them if necessary.
