James,
You can tell if the car has Lambda system by noting whether it has an Oxygen Sensor (screwed into the exhaust downpipe just below the manifold with one wire going into the harness) and a Catalytic Converter. If it does not have those two items (and also the control box under the right front seat), then it does not have Lambda at all and we don't need to worry about that!
That all said, the two-pin "Bosch" style electrical connector you are holding in your hand in one of the photos is the type of connector that would connect to the modulating valve which would be located down between the air cleaner and the left headlight buckets - it would be mounted on that "side wall" of the engine bay, and would have two fuel lines running from it to the fuel distributor.
That modulating valve should "buzz" all the time when the engine is running. If it is there but not buzzing, then this is probably the problem - the control pressure in the fuel system is too high which makes the mixture too lean.
Rowan is correct, if the modulating valve is there and plugged in and not buzzing, then we need to check back to the fuse and relay that control it. Send us a picture of your fuse/relay panel and we can help you diagnose it. Do you know how to "jumper" your fuel pump relay? If you do that you will also hear the fuel pump running and the modulating valve buzzing - makes it easier to hear those things if the engine is off.
If this makes no sense, send me a note and I'll try to get some pix of the Lambda stuff from my 99 Turbo for you - the exhaust is different, but the rest of it should be the same.
Good Luck!
Gary
