Bilstiens... Used to use them on Volvos. They were great. I have not seen that they are available for the NG900's If they can be found, I have never heard any ones impressions. I do like mono tube shocks. Koni makes mono tube shocks too. They select which type to use for each supported vehicle. From their web site, I got the impression that they were not using mono tubes for the NG900, 9-3's etc.
Ride quality... Yes, you don't want harsh shocks. Perhaps the OEM units are what you want. Lowering springs and lower profile tires don't seem to be what you want either. Certainly not ultra stiff sidewalls like on the P-zero tires.
So I am puzzled. What shocks are you running now. The stock shocks should be smooth. Or are they worn out and bouncy as opposed to harsh. Perhaps I am mis reading your post.
Tires that last years can stiffen and produce a harsh ride. P-zeros again.
Your description also might describe worn out bushings, ball joints, tie rods etc. Is your Saab steering stable? If your suspension needs work, the Abbott components will not affect harshness or road surface noise. But that would not be the case if a soft or loose suspension components were masking a bent wheel.
My steering became vague and sloppy at 100000 miles. No it was not a nervous degeneration! :) The tie rods and ball joints were fine, so it must have been the lower control arm rubber and rubber/hydraulic bushings.
