I myself just bought a 1999 9-3 SE, yesterday! I love it.
I can point out that I too have gotten the tires to spin out. Thus, I am looking for a lower profile--high performance--17" tire (if possible). My good friend has a 4-wheel drive 2000 or 1999 (can't remember) 330xi. Just like the Saab it is a five speed.
Between the 330 and 9-3 I must say that the 330 is more of a driving machine, yet the Saab, once learned, has an equal amount of "fun factor". Now if you are ready to put down some big bucks you can deck out a Saab Viggen with Ohlins suspension. The stock Saab chassis is not in par with BMWs and as MitchN was alluding to: you might want to get a Viggen as it is intended for driving.
I have never heard of the noise you described.
My conclusion: Saabs are fun cars. They are unique and quality; although perhaps not the best route for a used "fun" car if money and rear-wheel drive are important. Regardless, blazing down the Santa Cruz Mountains to the Bay Area (CA) taking bends, intended for 25mph, at 55mph with the top down is more exhilarating than in a passenger BMW ;-).
