The length of 3" pipe required is less than 2 feet, about 16-18 inches.
As for the horsepower increase when using a K&N filter with the modified airbox intake, I would guess about 2-4 extra horsepower. Abbott Racing claims 2 extra horses for the K&N type filter alone. Of course those extra horses will be mainly at high engine revs where the engine usually starts running out of air.
