It happens all the time. Not because people actually use that steering technique, but most people do drive with their hands at 10 and 2 (or even 11 and 1, or 12 and nothing).
I can't wrap my head around how this steering technique could work in day to day driving, or autocross. I tried it, and couldn't get a sharp enough turning radius to even do a basic 90degree turn. And all the autocross courses I have been on have at least one 180deg turn, so unless your arms are made of rubber, I can't picture how that works.
