The article touches on a couple of problems, but GM built SUVs because that's what the public wanted. The UAW contracts are a significant part of the problem. GM's average hourly wage, including benefits, is $81.18 per hour, per a 2006 article in the WSJ. This has dropped to $78.21 after GM bought out 78,000 workers in 2008. Toyota's US labor costs (non-union) is $48/hr. Half of the $50 billion the auto industry wants is to cover health insurance costs. And, don't the UAW workers are voters.
