If the car is worth more than $4500, couldn't the dealer just offer the same $4500 credit out of their own pocket, and treat the deal just as your standard trade-in, and re-sell the car for it's real $5k+ value?? No need to "clunk" the vehicle. The customer still gets their new car with discount, right? If the customer loses out on the deal, that's called "stupid tax."

IMO, people trading in their cars at dealers have to EXPECT a garbage deal; my uncle was looking for a new car to replace his great-condition mid-90s Lexus, and the new-car dealer offered him $500 for the trade-in. So he sold it on his own for a couple thou.
