Not sure recalls necessarily equate to poor quality in a lot of cases, some manufacturers are very pro-active about recalls to address any potential safety issues.
As an example my daughters Hyundai Elantra has had 2 recalls - one for a brake switch that could stick and another for a situation where if liquids were repeatedly spilled along side the drivers seat it could impact the ability of the airbag to deploy. We did the brake switch recall but since my daughter doesn't spill liquids didn't bother with the airbag recall - but since it had happened to other cars Hyundai choose to issue a recall.
With GM they hid a known safety issue as far back as 2001 and continued to use the part in new cars and decided not to inform owners of the autos. Analysts are speculating they could be fined more than the $1.2 B Toyota fine.
