I heard about this on 'Vetandets värld' on SR P1 a few weeks ago.
There were two different systems being tested, in three cities.
The system in Lund was rather like using the cruise control, but letting the automatic system set the speed (based on GPS and a stored map of speed limits) - you could still go faster than the limit, but you had to press harder on the accelerator.
One of my colleagues at work here was a volunteer.
The other system, I think in Uppsala and Linköping, but I'm not sure about that, had no mechanical control, but sounded and flashed a warning inside the car when the limit was exceeded.
