The argument doesn't make a lot of sense to me. You indicate they get back less than 50% of a NEW cop's salary (which I question cause I don't see much enforcement--see below) but regardless based on your post, ticket writing doesn't recover the cost of an extra officer. If you can reduce the number of officers for traffic enforcement (either through speed limitation or automatic citation) why would you as a police agency be opposed on cost grounds? Just as in the business world it is a big budget booster cause the whole cost (salary, benefits (current plus remember that most police officers still get pensions unlike the rest of us) all fall to the bottom line.
Moreover, I just don't see much enforcement. I just got back today from a 450 mile trip and I saw a grand total of 3 patrol cars on the highway. One was at the site of a wreck that had traffic backed up and the other 2 both had a single car pulled over that I had seen flying earlier. In most places traffic enforcement is a token effort. It used to be they gave you a free 5 over, then 10 and now it is 20 before they even start to think it. And that is the highway patrol whose primary mission is highway patrol. City police often indicate they want to make an effort but are too busy with other calls.
The way things are going pretty soon your HMO will know when you violate your health plan by eating a french fry. The world is getting very very small.
