Turns out that the head on a g3 prelude is really jammed in there, and removing it involves removing a lot of other stuff in the engine bay. Mech quoted it at $220 just for the removal.
Instead, a friend and I took out the broken camshaft to check the valves. All 8 on that side seat evenly and all move. What do you think are the chances that they're not damaged? After all, the engine was at idle when the camshaft broke.
Also, interestingly, the distrib was not seized. We think the camshaft was damaged when a previous owner had the timing belt changed...the bolt that holds the gear in place was possibly overtorqued. The plan now is to put in just a new camshaft and see what happens. If the car runs, we'll do a timing belt, water pump, distrib and hope it goes for another 100k.
