I completely agree. At the Panoz racing school/Flight Academy, we got to see experienced racing drivers take bone stock cars and drive them to win against more powerful and exotic race-prepped thoroughbreds. The most memorable for me, was seeing an old BMW 2002 driven by an experienced driver on low budget (the instructor told me this guy had put about $9000 into the car). The car wasn't that quick on the straights and his suspension wasn't set up the best (you could hear his LSD kicking in on the corners), but he would blow by the Vipers, Porsches and Ferarris driven by less experienced and daring racers, in the corners.
We also saw a guy wipe out his brand new daily driver S2000 on one corner in a spectacular spin. One of the instructors used the mistake to explain how the driver could have avoided it.
At the end of the day, it comes down to drivers, if 2 drivers are evenly matched in skill, then the type of road and cars will become a factor. For example, this is why the Pike's Peak Saab driven by Per Eklund is perfectly suited to that environment, but when it was demonstrated at Road Atlanta, it couldn't be driven more than 15 minutes before overheating and in addition, it's suspension, brakes and tires were not suitable for the track.
