An we used to have a 90 HP VW Passat TDI Diesel. It got chipped, but would still be a low HP rating. It would take most vehicles around off the line and across a 4x4 intersection. It had lots of torque, peaking at 2200 RPMs. But that rolled off with higher RPMs and so it had low HP.
Torque is force and that is what makes you go. With most normally asperated engines, the torque comes on at higher RPMs and peaks, then falls off. With a turbo, torque comes on at lower RPMs and keeps on going through higher RPMs. That is what you want.
Some NA engines are tuned for high RPMs so that is where their power is. The torque is less than a turbo, but with those engine speeds, the trany final gear ratio multiplies that torque. Just a different way of doing things. With a turbo, you can be in 5th gear and get strong acceration with the throttle. A small, high reving NA engine cannot do that.
