Thanks to all who responded to original posting. "THE" answers are in the 8 June response by GM to the 11 April information request from NHTSA.
SUMMARY: Failures of DI cassette (DIC) are caused by failures to power transistors in it when they are overstressed. How come? Three biggest probabilities: (1) Saab Engineering did not adequately specify maximum stress conditions to its DIC vendor, SEM AB; (2) 1 is false, but SEM AB did not provide enough design margin when it selected the transistor; (3) 1 and 2 are both false, but the transistor does not perform to its specification. GM's response does not shed light on what specifically was the ultimate cause.
Saab's first improvement was in Quality Package (QP) 1 in November 2000. (See Table 10 , page 10 in GM response) QP4 in July 2002 provided an engine management software update only, no hardware change AND no change to the original part number, 9197559. QP4.5 is a new part number, 55559955, and is to begin production 15 August (next Monday). It probably won't reach the parts departments of dealers until September at the earliest. If you are going to buy a spare, wait for this.
I watched a knowledgeable salesman separate the DIC from its cable and reinstall it. Disassembly is a snap. Reassembly for a novice (myself) is better with three or four hands instead of two because the plastic clip that keeps the cable connector from moving has to be precisely aligned with the connector. My two-handed guy struggled with it for about 5 minutes. Would be a real struggle in the dark.
The warranty claims numbers for MY 2003 in Table 5, page 6 of GM's response may be slightly misleading. MY 2003 cars only had 2 years to experience failures whereas MY 2003 had 6 years.
