A couple years ago a woman made a blind left turn across 2 lanes of traffic, behind a bus, cutting me off in my 9000T. The police report faulted her, and my insurance company initially offered me what I thought was a pretty feeble sum to total the car - amazingly enough, driveable, but lots of front end damage.

I refused the offer and told them to try again, then called my agent of many years and calmly read her the Riot Act. About a week later, the insurance company called back and offered me about TWICE as much, with a pretty good deal for me to buy back the car. I accepted that offer and had the car repaired.

In my experience, NOTHING in the insurance claims world is non-negotiable. I first figured this out years ago when someone stole the Clarion radio out of my 2 year old 900 down in NYC. It was a big deal as they used a crowbar to (1) break the window and (2) to pry out the entire dashboard! I met the adjuster at the Saab dealership, where he agreed to replace the dash and glass, but said since the radio was 2 years old said he was going to "depreciate" it 50%! I restrained myself and called my local agent, liberally inserting the word "lawyer" into our conversation. Two days later he called back and said the whole thing was being taken care of, including the radio.

Having a good personal relationship with your agent, I think, is part of the solution.
