Pat is dead on (oustanding overview).
Unless you arm the adjuster with compelling (and documented) reasons to raise the offer, they can't and won't.
If your lucky, your adjuster may reveal how you can help them. (Ask this question directly.) Most don't share -- but the fair adjuster will.
I'm working with a Gecko adjuster as we speak -- my 2004 9-5 Aero slipped into Aeroturnity last week. (sniffle.)
The only upside is that I'm not a Gecko policyholder -- so I can take off the gloves without fear of retribution.
