I have owned a 99 and have an 00 and an 01. I have had no troubles with the 00 or the 01 and had I not bought the 00 before I begaqn having troubles with the 99, I might not have bought another. But my 00 and 99 9-3 convinced me to hang in there and I now have two more 9-3s. I do feel somewhat sorry for alot of the people with 99 models because the ECU and SID and a few other things and a bad dealer turned alot of people off. No doubt Saab lost some customers for life when really the repairs were very easy for a consciencious well trained dealer. Brian at saabcenter.com in OKC does care about these cars and may help you sort them out. I've bought two cars from him even though I live in Memphis.
