Hate to beat a dead horse, but since I was on vacation in FL I wasn't able to respond to this. I see what you're saying and technically, you're right. Sure the 9-5 was out a full 18mo before it ever hit the States. SAAB delayed the US intro a full year to make sure that the car had most of the bugs worked out before unleashing it in the US. They didn't want the QC and recall problems that plagued the NG900 after its intro to repeat with the 9-5, especially in the segment that it was supposed to compete against. However, the '99 model year has been somewhat problematic in the US retrospectively. That the 9-5 wasn't "new" to the rest of the world as it had been out since 1997 is as relevant to the US market as knowing the 9-5 platform is Opel based. First time SAAB buyers likely won't know or care about either. You and I obviously do, but many don't. It was "new" to the US in 1999.
And when first time SAAB buyers in the US are looking for info on used 9-5s in Consumer Reports, Edmunds or even here on TSNas they so often do-they'll see that '99 was the first year of the 9-5's "availability" in the US. And rightly or wrongly, they'll associate '99 as its first year-because for us, it was.
