OnStar is such a bad idea that I predict it will die an ugly, unprofitable death and eventually be a very good case study of bad business. GM is going to have to shoulder the financial mess. Of all the drivers I talk to - and that's not just a lot of Saab drivers because I run this site, but that includes a lot of other mid-luxury car owners who I proactively engage in discussion about the things they like about their cars, I'd say that at least 90% think OnStar is a big waste of time and equipment and they are unwilling to pay the fee.
The ONLY reason that Saab does not make this an optional feature on their cars is because GM is not willing to budge in this area. GM would really like OnStar's recurring revenue stream to catch on - however, here's the worst part - OnStar's current revenue levels are not even high enough to support it. So, your idea of a lower cost version of OnStar is NEVER going to happen. There's no way GM is going to offer a lower cost/lower feature version of it - it won't pay for the operators and if they did, the paltry 19% of owners who do renew service would (95%+) renew at the lower rate.
It's a no win situation for OnStar. OnStar is going to die.
See the general bb. Now there's a discussion there too on OnStar. The common thread I'm seeing there too is, "I tried OnStar, but we didn't renew...".
