the inspection port cover is not where the mark is. Go up to the top of the clutch cover between the AIC valve and starter. You probably will not see the gradations on the flywheel either because the flywheel will be out of position. You can pull the hall plug out of the distributor so you can bump the starter without starting the engine. Several bumps will eventually get the flywheel in position to see the gradations. Then you can take a big screw driver and pry the flywheel teeth around a little at a time to get the 16 degree line in the opening. Then mark the 16 degree line with some white-out, chalk, bright crayon. Also not a bad idea to highlight the clutch cover mark. Then it is much easier to see the marks with the timing light.
