Wow, either that's a very thorough shop or you're being taken. Long answer short, get another opinon from a different shop (and certainly not the dealer). This is a very DIY list - especially the immediate problems. Many of the items listed are "rainy day" or wait til they break things. Here's my quick assessment (from a DIY perspective).
-For the wiper assy. get a used one from a junkyard. I've gotten some good used parts from http://www.car-parts.com.
-Order a cap online.
-Turn signal bulb is $1. 4 torx screws to remove the lense housing I think. It's never too cold to save $34.
-Brake master you should have done.
-Cooling fan can wait. When it dies it will start blowing cooling fuses. You can unplug it until you can get a new (or used) one. That's what I've done for the winter when mine failed.
-Get the trim piece from the dealer or junkyard and attach yourself with 3m Super trim adhesive (yellow goo).
-Steering rack. If it's leaking it should be replaced eventually but this can likely be delayed.
-Crank pulley. Is yours squealing at startup? Typically how they fail and is most present when cold. This too is a shop item and shouldn't cost much more than $400 (in my experience).
-Heat shield is important but depending on condition could wait until spring. Its a $75 part and is on my spring to do list. In the mean time I bent some galvanized sheet flashing around the old one.
-Trans flush I have no experience with (5 speed for me).
-Tune up shouldn't cost $267. Get some carb cleaner and spark plugs, wires and distributor cap from a site sponsor and save $175.
-O-ring and oil change. There's no o-ring in an oil change but maybe this is the drain washer or maybe the oil pressure switch o-ring which is right next to the oil filter.
-Antenna mast - $19 from a site sponsor or live with it.
-Detail. Buy some wax for goodness sake.
-A/c. What's a/c? I removed mine years ago when it died. But I live in a northern climate and can do without.
To be honest, it sounds like you've gotten your moneys worth over the last 7 years. These are typical service items that can be picked off a few at a time during normal ownership. Maybe you have thrown money at it over the past 7 years, but it sounds like these are relatively minor items and not unusual for a 17 year old car. The guys who posted earlier and suggested that the car is worth what you make it worth. If you are not willing to change a light bulb then you probably can afford to keep an old car and should put your money to a lease. Just my opinion. I wouldn't be driving my '90 SPG still if not for learning how to repair things. It's not seen a mechanic in 5 years and I've replaced every item you mentioned myself by studying the repair manual and getting dirty.
