I mean we need to convert heat energy to smth else (like electric energy) and only after that we'll be able to convert that energy to chemical one. Yep, we could spray the water on turbo housing and gather split O2 and H if turbo housing reaches 20K degrees or so (at such values it doesn't matter Celsius or Fahrenheit). But turbo dies even at 1-2K C only if not running on high-grade oil.
But every inter-type energy conversion leads to quite small efficiency so your gizmo should be either too heavy or too large to be placed on a tiny Classic 900 :)
