The wear is only on the top of the spindle and if you enlarge the overall diameter of the spindle with a sleeve, even a few thousandths of an inch, you won't be able to get the bearing on and you'll go nuts trying to find a bearing with a slightly larger bore that otherwise fits. As far as the condition of your bearing, unfortunately no one can tell you with certainty if it's OK without having it in their hand and a magnifying glass in the other. Redi-sleeves are actually intended to create a smooth surface on a spindle or shaft where a rubber seal has worn a groove so that a new seal will work. They're not intended to support a bearing.
