We tend to think that opening a valve increases the pressure. I mean, there's all this pressure on the high side, right? If we open the valve, that pressure will be applied to the rest of the system, right? Well, no. It's kind of like opening the valve to a garden hose sprayer - opening the valve increases the flow, but decreases the pressure. Pressure drops as we release water from the confines of the pipe and into the world. The water pressure against the back of the sprayer is still high.
But an AC system is a closed system, you say. True, but the flow is restricted by the small opening of the expansion valve, so the high pressure stays applied to the input side of the valve. Just as with a garden hose spraying a fine mist out of a small opening.
The real key, though, is that when you allow flow of refrigerant through a small opening, it turns into a gas. When it turns into a gas, the pressure is controlled by its temperature.
