What if the cruise ECU has an issue getting power?

I just tested voltage values on the cable going to my cruise ECU, just to troubleshoot:
- Pins 1 and 9, which supposedly get power when the cruise is "ON", are never recieving voltage.
- Pin 10, which recieves voltage so long as the ignition is ON, does recieve 12V.
- Pins 3 and 4, which recieve voltage when the SET and RESUME buttons are pressed, respectively, are normal.
- Pin 5, which recieves voltage whenever either (or both) the brake and clutch dump switches are activated, only recieves 12V when the brake is pressed, and no response when the clutch is. I suppose I will have to replace that.
This of course doesn't at all negate the threat of a bad ECU, but it seems very strange that all the stalk switches would work but the ECU isn't recieving 12V when cruise is on.
