1. Turbo impelers brake very rarely, and if your
9-3 is stock then there is no reason why it should
brake at all. In fact it is a single cast piece and
these only brake when they have a manufacturing defect
or when you overrev them by using a cheap power ECU
that rotates the turbo over its max. rpm.
2. Considering that your car is stock SAAB should
cover at least 2/3 of the repairs cause the origin
of the brakage is certainly a defect that was not detected
when the part was made.
3. What exactly is damaged on your engine... this should
only damage the block, the valves and pistons. I find
it hard to believe that this will cost $9000.- to fix.
It seems to me that your dealer wants to do a std.
exchange cause he can't rebuild the engine.
(9 out of 10 delaers can't rebuild engines anyways)
You should find a shop that can rebuild your engine!

P.S. I did see a Integrale last year with a blown 16V Turbo
engine, a piston left the engine upwards and destroyed all
the valve gear, cams, everything. Even so the block was fine
and the engine was rebuild by an expert shop for around $3000.-
In this case the engine was moded to 380Hp and the owner shifted
into 2nd instead of 4th... $9000.- simply seems steep!
